Kate Kigongo, City of West Hollywood

Kate Kigongo is the City of West Hollywood’s Innovation Analyst. Kate is a resource for staff in the exploration of new civic technologies to enhance citizen satisfaction and engagement, increase government efficiency and transparency, and promote the City’s innovation economy. She plans for and implements smart city technologies into urban infrastructure and develops programs to give staff the tools they need to be innovative thinkers and service providers. Previously, Kate was a Program Manager at Los Angeles Neighborhood Initiative (LANI), managing urban greening and community revitalization projects, including the development of conceptual plans for two of LA Mayor Garcetti’s first fifteen Great Streets.

Francisco Contreras, City of West Hollywood

Francisco Contreras, AICP is the City of West Hollywood's Innovation Manager. He leads the city’s civic innovation program that explores the introduction of new technology and smart infrastructure to enhance the city’s delivery of services and community experience. Francisco’s team developed and is responsible for the implementation of the West Hollywood’s Smart City Strategic Plan that prepares the city to incorporate breakthrough technologies and data analytics to improve the community’s overall quality of life. Current projects include a smart city public safety pilot focusing on enhancing safety through video and sensor technologies and a smart bus shelter program. Previously, Francisco worked as a city planner in West Hollywood and Lomita.

Kevin Knutson, Envisio Solutions

Kevin Knutson is the Vice President of Customer Success at Envisio Solutions. He is recognized as a national expert in local government management consulting and has more than 20 years of experience in local government, including strategic planning, budgeting, performance measurement and community relations. He has served as Interim City Manager and Assistant City Manager in Reno, Nevada, and as Budget and Strategic Planning Manager in Coral Springs, Florida.
